Kent Roach (Toronto) – The talk will critically assess Canada’s response to the October 2014 terrorist attacks including Bill C-51 which became Canada’s Anti-Terrorism Act, 2015. It will examine the response in the context of Canada’s past reactions to terrorism including the October 1970  Crisis, the 1985 Air India attack and the post 9/11 fall out.  Questions about the evolving response of the new Liberal government will also be examined.

Kent Roach is a Professor of Law at the University of Toronto where he holds the Prichard Wilson Chair in Law and Public Policy. He served on the research advisory committee for the Arar Commission, as research director of the Air India commission and as the general rapporteur on terrorism law for the XIX Comparative Law Congress. His most recent book is False Security: The Radicalization of Canadian Anti-Terrorism written with Craig Forcese and published in September 2015. His other books include The 9/11 Effect, Global Anti-Terrorism Law and Policy, and Comparative Counter-Terrorism all published by Cambridge University Press.
